We Focus on What Matters

At PCA Rx our only focus is on the patient. It is our job to make sure every patient can afford their prescription when it is prescribed. We advise patients on how to be better pharmacy consumers and to always go to the less costly method. That is what makes us the most unique PBM in the industry.

Our concern is about the patient being able to afford a prescription they were just handed. We don’t determine what is affordable, the patient does. That is the problem with healthcare today, everyone wants to say they have affordable healthcare. What is affordable? Only the patient at that moment of purchasing time can tell you what is affordable. It is our job to clinically advise them and assist them when that time comes. We aim to make better consumers out of our members.

Our Role as a PBM

PCA Rx reformulates what it means to be a Pharmacy Benefit Manager (PBM) by our ability to seamlessly manage, and clearly navigate the relationships and communications that are encompassed in the pharmacy world. This is complimented by PCA Rx being personal Pharmacy Clinical Advisors (PCA), giving our clients the ultimate comfort that they are being taken care of while having confident control of their well-being.

PCA Rx was founded by David Antongiovanni.
He has over 30 years of experience in the self-funded PBM space.

David Antongiovanni

Co-Founder, CEO
David Antongiovanni, CSFS®, is the Co-Founder and CEO of PCA Rx, where he has been a driving force behind the company’s growth, strategy, and market positioning since 2019. He leads PBM operations, growth initiatives, and team development, building a platform designed to challenge traditional pharmacy benefit models. With a strong background in PBM sales and leadership, David has consistently driven expansion across both commercial and public sector markets. Prior to PCA Rx, he served as Vice President of Sales at MaxorPlus National Pharmacy, where he launched and scaled the company’s public sector business line. His earlier experience includes leadership roles at Serve-You-Rx, Catamaran Rx, and PTRX. David holds a Bachelor of Science from the University of California, Davis and is a Certified Self-Funding Specialist (CSFS®).

Heather Cooper

Chief Financial Officer
Heather Cooper, CPA, CISA, is the Chief Financial Officer for PCA Rx and leads all aspects of finances for the company.  Heather brings her experiences in Pharmacy Benefit Management (PBM), public accounting and attestation, as well as healthcare start-up management to support the growth and success of PCA Rx.  Heather is passionate about creating value through collaboration and making a meaningful difference in the lives of those we serve.  Heather holds a Bachelor of Science in Accountancy from the University of Missouri- Columbia.

Emma Antongiovanni

Chief Marketing Officer
Emma Antongiovanni, CSFS®, is the Chief Marketing Officer at PCA Rx, where she drives brand, growth, and go-to-market strategy in the pharmacy benefits space—and plays an active role in sales and revenue generation. She partners closely with leadership, brokers, and consultants to convert strategy into measurable growth. Emma leads marketing, product positioning, and creative execution while helping bring deals across the finish line. She specializes in positioning innovative PBM-alternative solutions and translating complex pharmacy strategies into clear, compelling messaging that drives adoption. With a foundation in design and storytelling, Emma blends creativity with commercial strategy to build a differentiated and high-performing brand. She is a Certified Self-Funding Specialist (CSFS®) and holds a Lean Six Sigma Yellow Belt. She earned her Bachelor of Fine Arts in Scenic Design from the University of Oklahoma.

Kelly Cromer

Chief pharmacy officer
Kelly Cromer, PharmD, RPh, CPBS, brings over two decades of experience in the healthcare industry and currently serves as the Chief Pharmacy Officer at PCA Rx. Joining the company in 2023 as the Vice President of Clinical and Operations, Dr. Cromer focuses on enhancing operational efficiency, strategic planning, and clinical analytics across various projects. Prior to her tenure at PCA Rx, she held executive leadership roles at PharmPix, where she oversaw formulary management, coverage determinations, drug information, and clinical programs. Additionally, Dr. Cromer played a pivotal role in assisting CMS with the administration of the Part D prescription drug benefit program. A cum laude graduate of Southwestern Oklahoma State University, she earned her Doctorate of Pharmacy and was inducted into the Rho Chi honor society.

Connie Ruiz

Director of Client Services
Connie Ruiz is the Director of Client Services for PCA Rx and focuses on client and member engagement. She has an extensive background in the Pharmacy Industry and has held many positions within the trade. Before this role, she worked at HEB pharmacy, both retail, and the corporate office. She was an Operations Manager for Catamaran Pharmacy Mail Order, and a Quality Manager and Account Manager for OptumRx. In her current role, she works closely with clients, consultants, pharmacists, and patients and addresses any issues related to eligibility, benefits, and customer service. Connie graduated from the University of Texas at San Antonio and holds a Bachelor of Arts in Communications.
