At PCA Rx our only focus is on the patient. It is our job to make sure every patient can afford their prescription when it is prescribed. We advise patients on how to be better pharmacy consumers and to always go to the less costly method. That is what makes us the most unique PBM in the industry.

Our concern is about the patient being able to afford a prescription they were just handed. We don’t determine what is affordable, the patient does. That is the problem with healthcare today, everyone wants to say they have affordable healthcare. What is affordable? Only the patient at that moment of purchasing time can tell you what is affordable. It is our job to clinically advise them and assist them when that time comes. We aim to make better consumers out of our members.

Our Role as a PBM

PCA Rx reformulates what it means to be a Pharmacy Benefit Manager (PBM) by our ability to seamlessly manage, and clearly navigate the relationships and communications that are encompassed in the pharmacy world. This is complimented by PCA Rx being personal Pharmacy Clinical Advisors (PCA), giving our clients the ultimate comfort that they are being taken care of while having confident control of their well-being.


Executive Team

PCA Rx was founded by David Antongiovanni.
He has over 30 years of experience in the self-funded PBM space.

David Antongiovanni

CSFS, Co-Founder, CEO
David co-founded PCA Rx in 2019. As CEO of PCA Rx, David focuses on the Company’s PBM operations as well as recruiting and onboarding efforts. Before PCA Rx, David served as vice president of sales at MaxorPlus National Pharmacy where he pioneered the PBM’s public sector business line. Prior to MaxorPlus, David held managerial sales positions at multiple PBMs (Pharmacy Benefit Managers), including Serve-You-Rx, Catamaran Rx and PTRX (later acquired by Catamaran). David graduated from the University of California, Davis where he earned a B.S. in History and Political Science.

Jay Cassidy

Chief Operating Officer
Jay Cassidy has 25+ years of experience in sales, marketing, and executive leadership. Jay has held several executive level positions in the telecom industry. He has been in the healthcare sector since 2008, where he was an executive for Cardinal Health, a Fortune 20 company. Jay led a team that generated more than $850 million in annual sales. Jay is a proven visionary and leader that has started several entrepreneurial ventures in the healthcare space, including a 340B consulting firm and pharmacy benefit management company. Jay graduated from Texas Tech University where he earned a B.S. in Finance.

Heather Cooper

Chief Financial Officer
Heather Cooper Inman, Chief Financial Officer, leads all aspects of Finance for PCA Rx.  Heather brings her experiences in Pharmacy Benefit Management (PBM), public accounting and attestation, as well as healthcare start-up management to support the growth and success of PCA Rx.  Heather is passionate about creating value through collaboration and making a meaningful difference in the lives of those we serve.  Heather holds a Bachelor of Science in Accountancy from the University of Missouri- Columbia.  

Kelly Cromer

Vice President, Operations & Clinical
Kelly Cromer, PharmD, RPh, CPBS, has over two decades of experience in the healthcare industry and joined PCA Rx in 2023 as the Vice President, Operations and Clinical. Dr. Cromer works on a variety of projects, with an emphasis on improving operational efficiency, strategic planning, and clinical analytics. Before joining PCA Rx, she held executive leadership roles in clinical operations at PharmPix, leading formulary, coverage determinations, drug information, and clinical program sectors. Previously, Dr. Cromer assisted CMS in administering the Part D prescription drug benefit program. As a cum laude graduate, she earned a Doctorate of Pharmacy and Rho Chi honor society distinction from Southwestern Oklahoma State University.

Emma Antongiovanni

Chief Marketing Officer
Emma Antongiovanni is the Chief Marketing Officer for PCA Rx. She is well versed in both design and marketing and is the lead marketer and brand consultant for the company. She has extensive experience in Photoshop, Website Design, Illustrator, and various other Marketing tools. She is also the lead creative for PCA Rx. Emma graduated from The University of Oklahoma with a Bachelor of Fine Arts in Theatre with a concentration in Scenic Design where she learned her background in design and design programs along with color theory and art.

Connie Ruiz

Director of Client Services
Connie Ruiz is the Director of Client Services for PCA Rx and focuses on client and member engagement. She has an extensive background in the Pharmacy Industry and has held many positions within the trade. Before this role, she worked at HEB pharmacy, both retail, and the corporate office. She was an Operations Manager for Catamaran Pharmacy Mail Order, and a Quality Manager and Account Manager for OptumRx. In her current role, she works closely with clients, consultants, pharmacists, and patients and addresses any issues related to eligibility, benefits, and customer service. Connie graduated from the University of Texas at San Antonio and holds a Bachelor of Arts in Communications.
